During the meeting of the Committee on December 18, it was noted that the bill (Reg. No. 3615) stipulates since January 1, 2014 monthly payment of financial assistance to parents; a husband or wife, who did not get married for the second time; children who became disabled before coming of age; military men; partisans and undergrounders who died (are missing) during the military actions in the period of the Great Patriotic War, or during military actions and conflicts on the territories of other states, so that the amount of their pension (state social assistance or monthly lifetime allowance that is paid instead of pension), with consideration of supplementary payments, pensions, pensions for special merits to Ukraine, target financial assistance, indexation sums and other supplementary pensions (state social assistance or monthly lifetime allowance that is paid instead of pension) established by legislation, was not less than 285 per cent of minimum subsistence levels for persons who lost their ability to work (UAH 2704,65, with consideration of minimum subsistence level for persons who lost their ability to work since December 1, 2013 equal to UAH 949,00).

Apart form this, the bill stipulates grant such persons with the right to free annual sanatorium and resort treatment.
